DUTIES & RESPONSIBILITIES

Manage and safeguard RUS (Rural Utilities Service) grant funds by monitoring fund movements, maintaining accurate accounting records, producing timely reports, and ensuring complete, auditable documentation for all disbursements and related activities to maintain compliance with RUS rules, organizational policy, and donor requirements.

Fund monitoring & cash management.  Track and reconcile all RUS grant cash balances and transactions periodically.  Monitor available funding vs. commitments and forecast cash needs for project disbursements. Coordinate drawdowns and transfers with treasury/bank to ensure timely funds availability.  Coordinate closely with other departments making sure all documents and filed intact and on a systematic manner.

Record all RUS grant receipts, accruals, expenditures, and journal entries in the general ledger and grant accounting system.  Maintain grant-specific subsidiary ledgers, cost centers, and chart of account coding in line with grant requirements.  Perform monthly reconciliations (bank, GL, sub-ledgers) and resolve reconciling items.  Disbursement oversight & documentation.  Review and approve (or prepare supporting documentation for) disbursement requests to ensure appropriate authorization, accurate accounting codes, eligible costs, and supporting backup.  Ensure full, organized documentation is retained for every disbursement: invoices, contracts, procurement records, timesheets, approvals, and payee information.  Maintain a documented audit trail for each payment, including pre-approval, verification, and post-payment review.  Reporting & compliance.  Prepare and submit internal and external financial reports (monthly/quarterly/annual) for RUS grants in required formats and timelines.  Support preparation of drawdown requests and required certifications for RUS submissions.  Ensure compliance with RUS regulations, grant terms and conditions, federal grant principles (if applicable), and organizational policies.  Assist with budget monitoring and variance analysis; provide explanations and recommendations for corrective action.

Prepare and coordinate grant-related materials for internal and external audits; respond to audit inquiries and implement audit recommendations.  Maintain and test internal controls related to grant accounting and disbursements to prevent misuse and ensure segregation of duties.  Keep up-to-date records retention schedule specific to RUS requirements.  Performs other duties as assigned.

 

QUALIFICATION REQUIREMENTS

Bachelor’s degree in Accounting, Finance, Business Administration, or related field;  3–5 years of progressive accounting experience; experience with federal grants, rural utilities programs, or RUS-funded projects strongly preferred.

Basic knowledge of accounting software and advanced Excel skills.
